<p>The £12.6 million scheme, delivered in partnership with emh group and funded by Homes England, is transforming a former brownfield site, previously home to a car wash and nursery, into a sustainable new community.</p>
<p>The development includes one-bedroom apartments through to four-bedroom family homes, all fitted with photovoltaic (PV) solar panels, electric vehicle (EV) charging points and built using timber frame construction from Morro’s<span style="color: #0084dc;"> <a style="color: #0084dc;" href="https://morropartnerships.co.uk/innovations/?utm_source=press+release&amp;utm_medium=referral&amp;utm_campaign=Battlefields+Road&amp;utm_content=Press">Innovation Hub</a> </span>to reduce carbon emissions and lower energy costs.</p>
<p>The project has created significant local employment and training opportunities. Five direct employees were hired for the build, alongside 30 roles within the supply chain. The scheme also delivered 312 weeks of apprenticeships and 52 weeks of accredited training, with work experience placements and site visits for local students to gain practical insight.</p>
<p>The development provides a 50/50 split between shared ownership and affordable housing, offering high-quality rental homes and accessible homeownership opportunities. The homes are designed to support families and individuals in the community, combining sustainable design, energy efficiency and practical living spaces to create a long-term positive impact.</p>
<p>Environmental responsibility was central to the scheme. More than 60 tonnes of hard-to-recycle waste were diverted from landfill, while materials from the old site were reused wherever possible, demonstrating a circular approach to construction.</p>

<p>“Through this scheme we’ve supported local employment, apprenticeships and skills training while also engaging with schools and colleges to inspire the next generation. At the same time, we’ve prioritised environmentally responsible construction methods to reduce waste and maximise recycling wherever possible.”</p>
<p>Surplus offcuts from the development were donated to workshops at HMP Onley, extending the project’s social and educational impact into the wider community. Employees also volunteered time and donated equipment to local community projects, reinforcing the scheme’s broader benefits. Morro Partnerships’ quality and operational standards were recognised with a Premier Guarantee Quality Recognition award for outstanding inspection scores across health and safety, site management, workmanship and site tidiness.</p>
<p>Simon Preston, managing director for the East Midlands at Morro Partnerships, added: “Our first handover marks an important milestone for everyone involved. We’ve delivered high-quality, energy-efficient homes while ensuring the project created meaningful benefits for the local community through jobs, training and social value.</p>
<p>“Schemes like this show how responsible construction can help create sustainable communities while supporting people and businesses locally.”</p>

<p>Morro Partnerships will also continue its engagement with local education providers throughout the summer. Students from Northampton College are set to take part in hands-on site demonstrations, including drone surveying and monitoring, offering first-hand experience of modern construction techniques.</p>

<p>Hampshire-based housebuilder, Bargate, will transform the 19-hectare site west of Sapley Lane into a new neighbourhood, with nearly 80% of the land dedicated to green open space. <p>The homes will be a mix of styles and sizes, providing opportunities for first-time buyers, families, downsizers and those looking to stay close to loved ones in the village. To ensure that local people have genuine opportunities to access housing in the area, up to 40% of the homes will be affordable and delivered by VIVID, the parent company of Bargate, and Hampshire’s largest not-for-profit provider of affordable homes.</p>
<p>The country park is set to become a landmark feature for Overton, with proposals including natural play areas, seating and picnic spots, native planting and areas of rewilding to boost local wildlife. The site will achieve a biodiversity net gain of over 100%, far exceeding national requirements. Designed as a multifunctional green space, it will offer residents and visitors space to relax, exercise and connect with nature, while also serving as a learning resource for local schools.</p>
<p>All of the new homes will be built to the latest sustainability standards, designed to be zero-carbon ready. Features will include air-source heat pumps, solar PV panels and electric vehicle charging points to help residents reduce both energy costs and environmental impact</p>
<p>Mark White, managing director of Bargate, said: “We are very pleased that our plans for Overton have finally been approved. This development will bring much-needed new homes of all tenures to the village, while ensuring that the majority of the site is given back to the community in the form of a beautiful country park. Our vision is to create a space that not only provides high-quality, sustainable housing, but also enhances the environment and delivers a lasting benefit for residents of Overton. The country park will be a fantastic asset – a place to exercise, to play, to enjoy nature and to come together as a community.”</p>
<p>The development sits within a highly sustainable location, with shops, allotments, playing fields, a doctor’s surgery and the local primary school all within easy walking distance. Overton railway station is just a short cycle away, with frequent connections to Basingstoke, Salisbury, Exeter and London Waterloo in under an hour. The site also benefits from a nearby bus stop and direct access to the A303 and A34 for wider travel.</p>
<p>Following a refusal from Basingstoke and Deane’s planning committee in September 2025, the scheme was appealed, with a public inquiry heard in March 2026. Despite the Council’s concerns over landscape, the Inspector determined the landscape harm was localised, and the Council’s persistent under delivery of housing, lack of housing land supply, and the benefits provided by the creation of new affordable housing, a new country park and environmental benefits “overwhelmingly outweigh the harm.”</p><div id="phpdo-2418285499" class="phpdo-content_2 phpdo-entity-placement"><!-- /111384791/phpd-inline-mpu-2 -->

<p>The proposals retain the previously approved road layout, access points from Kirkton Road and wider landscape strategy for the development. Plans also include new tree planting, sustainable drainage features and walking routes connecting the site to surrounding green space.</p>
<p>Homes within the development will also include energy-efficient features such as air-source heat pumps and electric vehicle charging provision.</p>
<p>As part of the design approach, the plans recognise the local significance of the historic “scratching post” stone located within the site. The feature will remain part of the development, with proposals allowing it to be carefully removed during groundworks and reinstated in the same location and orientation once site levels have been completed.</p>
<p>This approach will also help reduce the amount of imported material required on site, supporting a more sustainable and efficient construction process.</p>
<p>Affordable housing is not included within this application, as these homes form part of the already consented scheme for the site, which will deliver 25% affordable housing overall.</p>

<p>The scheme will provide a range of homes, including 15% of properties being allocated to affordable housing, discount market value and affordable rent schemes. In addition, 37 homes will be designed as accessible and adaptable housing.</p>
<p>The development will have a strong emphasis on community and quality of life, with areas of open space and an informal play area on site.</p>
<p>Jo Ainsley, Managing Director at Barratt and David Wilson Homes North East, said: “We’re delighted to have been granted planning permission for this new development in Gosforth.</p>
<p>“We are committed to delivering high-quality, energy efficient homes that help meet the housing demand across Tyne and Wear.”</p>
<p>As part of the scheme, the housebuilder will contribute approximately £1.2 million as part of its Community Infrastructure Levy, as well as over £2 million towards the local area through S106 contributions.</p>

<p>Allan Dickie, Curriculum Manager for Construction at Glasgow Clyde College explains: “We are excited to be part of this project with Keepmoat where our construction students visit the site weekly working on construction projects onsite provided by the team at NorthBridge.</p>
<p>“The project sees our construction students spend up to three days each week at the employer-funded hub on the live site, translating college theory into real-world practice and co-delivering community benefit projects. Four lecturers jointly timetable and assess learning alongside Keepmoat supervisors, while free under-21 bus travel keeps the model cost-neutral for learners.</p>
<p>“We continue to liaise with the Keepmoat team and aim to strengthen our links with them and their supply chain in the years to come.”</p>

<p>Construction is now underway as Keepmoat continues its delivery of high-quality, energy-efficient homes alongside greenspaces, enhanced pedestrian routes and an investment into local infrastructure including school and NHS places.</p>
<p>Forming a significant part of the Hull Citywide Development Programme, Kingfields Park is creating a new, multi-tenure community in partnership with Hull City Council.</p>
<p>Ben Hindley, Land &amp; Partnerships Director at Keepmoat, Yorkshire East said: “At Keepmoat, our vision is to build homes and create thriving communities. By prioritising partnerships we’re able to reflect the needs of the community across our developments.</p>
<p>“We’re thrilled to start on-site and continue Keepmoat’s major investment in Hull, bringing forward high-quality homes to support local housing needs and create a sustainable neighbourhood where people are proud to live.”</p>
<p>Keepmoat has a strong presence across Hull and East Yorkshire, most recently completing the transformation of the former Amy Johnson School into a 485-strong housing scheme, designed to create a vibrant and sustainable community.</p>
